Mumukshu is one who desires moksha. That means desire of freedom from Samsara (endless Karmic re-birth in this world). He needs to know the self, the means, and the goal. The three secrets the author refers to here are The Sacred Mantra, The Twin Mantra (also known as the Gem of Mantras), and The Final Resort (The Charama Shloka).
Note: A person that desires to enjoy his own Atma (Self) is also desirous of moksha. However they are not included in this description here. This is only applicable to those that desire service at the holy feet of the Lord at the final destination.
